IPECS delivers integrated education and capacity development solutions that strengthen public education systems, enhance human capital, and improve learning outcomes across the full education lifecycle, from early childhood education through primary, secondary, technical and vocational education and training, and higher education institutional support. The firm partners with government education departments, UN organisations, donor agencies, and implementing partners to address systemic challenges in access, quality, equity, governance, financing, and sustainability.

IPECS adopts a systems-based approach, recognising education as both a fundamental human right and a strategic driver of economic growth, social cohesion, and institutional resilience. Education system strengthening and institutional reform

IPECS supports education authorities in improving planning, governance, and service delivery mechanisms through evidence-based diagnostics and institutional reform support. Services encompass education sector diagnostics and policy analysis; institutional capacity and performance assessments; school governance and management strengthening; decentralised education planning and budgeting support; Education Management Information Systems design, integration, and data utilisation for evidence-based planning; and alignment of education sector investments with national development strategies and SDG 4 targets.

Teacher professional development and school leadership

Recognising teachers and school leaders as the most critical determinants of learning quality, IPECS designs and implements structured, scalable professional development programmes grounded in classroom realities. Services include teacher competency frameworks and professional standards development; pedagogical enhancement and learner-centred, inquiry-based methodologies; school leadership and headteacher capacity building; structured coaching, mentoring, and peer-learning models; and systematic monitoring of teacher performance and instructional practice quality.

Technical and vocational education and skills development

IPECS supports workforce readiness and skills development initiatives aligned with labour market demands and national economic priorities. Services include TVET system assessments and reform advisory; skills gap analysis and labour market intelligence; competency-based curriculum design and training model development; institutional strengthening of public and private training providers; and design of public-private partnerships for employability, apprenticeships, and industry linkages.

Digital and resilient learning solutions

IPECS integrates technology-enabled solutions to enhance access, continuity, and quality within education systems, particularly in crisis-affected and remote contexts. Services include digital learning strategy development and transformation roadmaps; blended and remote learning model design; Learning Management System advisory and implementation support; digital teacher training and instructional design; and technology-enabled assessment, monitoring, and data systems for real-time performance tracking.

Equity, inclusion and community engagement in education

IPECS places strong emphasis on inclusive education, ensuring learning opportunities reach girls, children from marginalised communities, children with disabilities, internally displaced children, and underserved populations. Services include gender-responsive education planning and Gender Action Plan development; community mobilisation and parental engagement strategies; school-based inclusion mechanisms and child-friendly learning environments; and behavioural change communication for enrolment, retention, and completion.

Capacity building and institutional learning

Beyond direct service delivery, IPECS strengthens institutional and human capacity across education systems through training needs assessments; development of training manuals, toolkits, and resource packages; institutional learning frameworks and knowledge management systems; and coaching and on-the-job capacity support for education officials at all levels.
