IPECS provides independent, rigorous, and utilisation-focused Monitoring, Evaluation, Learning, and Impact Advisory services that strengthen accountability, performance management, and evidence-based decision-making across the full programme lifecycle. The firm's MEAL practice supports governments, development partners, UN agencies, and implementing organisations, ensuring that policies, programmes, and investments translate into measurable, high-quality, and sustainable development outcomes.

IPECS positions MEAL as a strategic management function, not merely a compliance requirement. The firm's MEAL work enables institutions to learn continuously, adapt in real time, and demonstrate credible impact to stakeholders, while maintaining the independence, rigour, and transparency that development accountability demands.

Core technical capabilities

Results-based management and performance systems

Services include Theory of Change development and validation; results frameworks and indicator design at output, outcome, and impact levels; logical frameworks and Design and Monitoring Frameworks; performance tracking and reporting systems; and alignment of programme results with donor requirements, national development plans, and SDG targets.

Monitoring systems and real-time reporting

Services include comprehensive monitoring plan and protocol development; digital monitoring system design and deployment; geo-referenced and time-stamped field reporting; compliance and progress verification against approved plans; and real-time dashboard development for programme managers and decision-makers.

Independent evaluations and impact assessments

Services include baseline, midline, and endline evaluations using mixed methods; quasi-experimental and counterfactual impact evaluations; process and implementation fidelity evaluations; thematic, sector, and portfolio evaluations; and evaluation quality assurance and utilisation support to ensure findings inform decisions.

Third-party monitoring and independent verification

Services include independent field verification of construction and infrastructure works; service delivery verification and beneficiary confirmation; beneficiary identification and registration validation; compliance monitoring against technical standards and safeguard requirements; and risk-based monitoring frameworks for large-scale, geographically dispersed programmes.

Surveys, research and data generation

Services include household, community, and institutional surveys; socioeconomic assessments and poverty profiling; Knowledge, Attitude, and Practice studies; formative, operational, and action research; and mixed-methods study design with robust sampling frameworks and ethical research protocols.

Learning, knowledge management and adaptive management

Services include learning agenda development and structured reflection processes; knowledge management system design and implementation; after-action reviews and systematic lessons learned documentation; policy briefs, research summaries, and analytical reporting; and adaptive management support enabling real-time programme course corrections.

Data quality assurance and advanced analytics

Services include data quality assessments and audit trails; validation, verification, and back-check protocols; gender and equity disaggregated data analysis; advanced statistical analysis using SPSS, Stata, and R; qualitative analysis using NVivo; and data visualisation, interpretation, and evidence communication for diverse audiences.
