Sector overview

IPECS delivers inclusive, people-centred development solutions that address poverty, inequality, and vulnerability, while strengthening livelihoods, social protection systems, and rural economies across Pakistan. The firm places gender equity and social inclusion at the absolute core of all development programming, ensuring that economic growth, service delivery, and institutional strengthening benefit women, youth, persons with disabilities, ethnic minorities, and historically marginalised communities.

IPECS works with governments, development partners, civil society organisations, and communities to design and implement interventions that empower people, enhance economic opportunities, strengthen social cohesion, and build community resilience, particularly in rural, remote, and chronically underserved areas of Pakistan.

Core technical capabilities

Gender equality and social inclusion mainstreaming

Services include gender and social inclusion assessments and situational analyses; Gender Action Plan development and implementation support; GESI mainstreaming in sector policies, programmes, and institutional systems; institutional capacity building on gender-responsive planning and programming; and monitoring of gender and inclusion outcomes using disaggregated indicators.

Community-driven development and empowerment

Services include participatory needs assessments and community mapping; community mobilisation, organisation, and institution building; formation and strengthening of Village Organisations, Women's Groups, and Community Development Committees; participatory planning and community-led monitoring; and social accountability mechanisms and citizen engagement tools.

Livelihoods and economic empowerment

Services include livelihoods diagnostics and value chain analysis; agricultural and non-agricultural livelihood diversification support; skills development linked to market-relevant income opportunities; SME and microenterprise development support; market access facilitation and enterprise development; and financial inclusion and savings group formation.

Rural development and local economies

Services include integrated rural development planning and multi-sector coordination; agriculture-linked rural livelihood programming; community infrastructure advisory and investment planning; institutional support to rural development agencies and local governments; and convergence of sectoral interventions at the local level to maximise impact.

Social protection and vulnerability reduction

Services include social protection system diagnostics and performance assessments; beneficiary targeting, identification, and registration support; conditional and unconditional cash transfer programme design; shock-responsive social protection planning and adaptive systems design; and monitoring and evaluation of social protection programme outcomes and targeting accuracy.

Protection, safeguards and social risk management

Services include GBV/SEA/SH prevention and response framework development; survivor-centred complaint and referral mechanism design; community awareness and protection mainstreaming; institutional safeguards instrument development covering Codes of Conduct, SOPs, and reporting protocols; and staff and partner training on ethical engagement, protection standards, and safe programming.
