Core technical capabilities

Infrastructure planning and feasibility studies

IPECS provides upstream advisory services to support evidence-based infrastructure investment decisions. Services include pre-feasibility and feasibility studies; technical, economic, social, and environmental assessments; demand analysis and service coverage planning; infrastructure options analysis and investment prioritisation; and climate and disaster risk screening for infrastructure resilience.

Engineering design and technical advisory

IPECS delivers high-quality engineering design services across urban, municipal, and rural infrastructure. Services include detailed engineering designs for water supply, sanitation, drainage, roads, and public facilities; technical specifications and Bills of Quantities; value engineering and constructability reviews; and integration of climate-resilient, energy-efficient, and low-carbon design principles into all infrastructure solutions.

Construction supervision and quality assurance

IPECS provides independent, rigorous construction supervision and quality assurance services. Services include site supervision and construction progress monitoring; quality assurance and quality control inspections; material testing and verification; contractor performance monitoring and compliance verification; and certification of works and milestone verification for payment processing.

Urban development and municipal services

IPECS supports cities and local governments in improving urban planning, municipal service delivery, and spatial development. Services include urban development assessments and diagnostics; municipal infrastructure planning and investment programming; integrated urban service delivery model design; informal settlement and katchi abadi upgrading advisory; and urban resilience and climate-smart urbanisation planning.

Climate-resilient and sustainable infrastructure

IPECS integrates climate resilience and environmental sustainability into all infrastructure interventions. Services include climate risk assessments and infrastructure adaptation measures; nature-based and green infrastructure solutions; energy-efficient and low-carbon design standards; resource-efficient construction practices; and environmental and social safeguard integration throughout the infrastructure lifecycle.

Operations, maintenance and asset management

IPECS supports institutions in planning for long-term infrastructure sustainability. Services include O&M framework development and institutional arrangements; asset management planning and lifecycle costing; institutional capacity building for infrastructure maintenance; community-based management model design; and sustainability planning and formal handover support.
